ARTICLE 4, 5 of Irowa Obazee/Igunbor Constitution

Membership

- Qualification: Membership shall be mandatory for all landlords,
landladies, caretakers, churches, industrialist, workshop and shop
owners/office owners in the Community.

- Registration: Names of the above members shall be compiled with the
numbers of their houses, churches, industrialist, workshop, office and
workshop written against their names.

- Obligation of Members: Every member shall be bound to further or
abide to the best of his or her ability, the objectives, interest and
influence of the community and shall observe all the bye-laws, rules
and regulations of the community.

ARTICLE 5

Organs Of The Association

- General Meeting: The supreme authority shall be vested in the
general meeting of members who will decide on the general policies and
directive principles of the community.

- Subject to that authority, the community shall be administered by
the Executive Committee of Development Association (CDA)

- The Executive Committee:

I) The officers of the community with two ex-officio members to be
appointed by the general house shall constitute the Executive
Committee of the Community Development Association.

II) The business of the community shall be managed by the Executive
Committee of the CDA who may exercise all such powers of the Community
on its behalf and such acts as may be delegated to it by the general
meeting.

III) The General House shall have power at anytime and from time to
time to appoint any member to fill a casual vacancy among members of
the Committee, but any member so appointed shall hold office only
until such a time that the vacancy may be eligible for consideration
to the post.

IV) A member of the Executive Committee of the CDA shall cease to hold office:

• If he by notice in writing to the Community resigns his office.

• If he becomes of unsound mind.

• If he leaves the community permanently.

• If he is removed from office on the grounds of dishonesty, found,
insubordination or declining productivity.

V) The Executive Committee of the CDA shall have power from time to
time to make suggestions to alter and repeal these bye-laws as they
may deem it necessary or expedient or convenient for proper conduct
and management of the community and shall bring such additions or
repeals or alterations to the general meeting for approval.

VI) Any member who desires any section of this constitution to be
amended shall make such suggestions through writing and move it as a
motion in the general meeting. Such suggestion if passed, by 2/3
majority of the house shall became by-law.

- Standing Committee: The Community shall have standing Committees as follows:

I) Committee for planning and project development

II) Finance Revenue Mobilisation Committee

III) Peace and security committee

IV) Committee for publicity and organization

V) Committee for welfare and social matters

VI) Any other committee deemed necessary as at when due, like the
Audit and the Youth committee.

All chairman of these Committees shall be Ex-office members of
the Executive Committee. All committees shall consist of not less than
five members and maximum of seven members

VII) The House may at anytime and from time to time appoint and adhoc
committee to deal with specific matters.

E) FUNCTIONS OF THE COMMITTEES

I. PLANNING AND PROJECT DEVELOPMENT COMMITTEE: shall

• Plan, co-ordinate and monitor the community's capital development
programmes.

• Collate estimate of work and tender documents and process it for
the Executive Committee's consideration.

• Any other job that may be assigned to it from time to time

II) FINANCE COMMITTEE: shall:

• Plan the sources of revenue to meet of the Community.

• Organise fund raising activities

• Prepare the annual budget or budget of any project for
consideration of the Executive Committee, when shall finally be
approved by the General House.

• Collect all levies from sources of revenue to be determined by
them subject to the approval of the General house.

III) PEACE AND SECURITY COMMITTEE: shall:

• Work for the sustenance of security, law and order within the
community in collaboration with the security and law enforcement
agencies of government.

• Organise and supervise a security out fit for the community.

• Encourage unity and discourage civil disputes amongst members
of the Community.

IV) PUBLICITY AND ORGANISING COMMITTEE: shall:

• Arrange meeting/social venues.

• Working hand in hand with Secretary in informing the members of
useful information and meeting notice and social functions.

• Keep record of all the house in the community.

• Any other duty that may be assigned to it from time to time.

V) SOCIAL AND WELFARE COMMITTEE: shall:

• Be responsible for the drawing up of a blue print welfare
package for the community.

• Be responsible for collecting ONLY welfare dues from members

• Supervise all social engagement and recreational activities of
the community.

• Responsible for provision of decoration, food and refreshment/
entertainment in social gatherings.

• Keep record of attendance in the social outings of members.

• Any other job that may be assigned to it from time to time.

VI) YOUTH COMMITTEE

• The youth leader shall from a body of youths to be known as the
youth Committee.

• They shall whenever called upon assist the other Committees in
the area of security, maintenance of peace and revenue collection in
the community.
